Why can test-report scope differ from certification scope?

A test report and a certificate/type approval serve different functions. The report records the specimen, conditions, method and results; the certificate or approval communication records the decision and the scope defined by the relevant certification or approval system. A report therefore does not establish that every variant in a commercial family is certified, and a certificate should not be expected to contain every technical detail recorded in the underlying evidence.
