What should be checked before an imported vehicle leaves the factory?

Direct answer

Direct answer

Before shipment, the business should freeze three elements: the vehicle’s actual configuration, the corresponding technical evidence package and the actions that remain to be completed in Vietnam. The objective is not to certify the vehicle at the overseas plant, but to avoid discovering after arrival in Vietnam that the configuration, approval mark, documentation or samples do not fit the inspection and certification plan.

02

The practical issue

Correcting a dossier is generally easier than modifying a vehicle that has already been built or shipped. Small differences in variant, glazing, mirrors, lamps, tyres, wheels, labels, VIN/identification or options can change the evidence mapping.

03

Pre-shipment checks

  • Confirm the model/type/variant and actual configuration.
  • Freeze the VIN/identification logic and production specification.
  • Identify regulated systems and components under QCVN 09 and related requirements.
  • Reconcile part numbers, approval marks and approval/test evidence for glazing, mirrors/camera-monitor systems, tyres, lamps, wheels and other relevant items.
  • Determine which report or certificate applies to the exact variant.
  • Identify any samples or tests still required in Vietnam.
  • Check consistency among the CoC, specification, drawing, approval, report and actual vehicle.
  • Maintain an open-item list with owner, action, deadline and dependency.
04

Regulatory basis

LEGAL REQUIREMENT: Imported vehicles and their dossiers must be handled under the applicable QCVN, TT54/2024 and effective amendments. Specific requirements depend on the vehicle category, import route and project dossier.

FACT: QCVN 09:2024 contains technical requirements for motor vehicles and references requirements or standards for multiple items.

05

Expert analysis

EXPERT INTERPRETATION: A pre-shipment regulatory review is a project control gate, not a standalone legal procedure. Its value is to identify mismatches while the OEM can still correct the configuration or supplement the evidence.

EXPERIENCE-BASED INSIGHT: Before a vehicle leaves the factory, LotusTSE prioritizes freezing the actual configuration + evidence package + remaining Vietnam actions. A document set is not treated as adequate merely because it is complete by count when its contents are inconsistent.

06

Risks

Wrong variant; component substitution; approval-scope mismatch; missing approval mark; evidence for a different factory or type; missing sample; configuration change after review.

07

Approach

1. Vehicle configuration matrix.

2. Requirement/evidence matrix.

3. Physical or photographic verification where appropriate.

4. Gap list and responsibility matrix.

5. Recommendation on whether to release the shipment, within the advisory scope; the customer retains the final shipment decision.

NEEDS VERIFICATION

The final list of items, samples, documents and procedures must be verified for the specific model/variant and import shipment.
