Building a regulatory roadmap before launching a new product in Vietnam

Eight-step roadmap

1. Define the product, business route and target launch.

2. Identify the applicable QCVN and procedure.

3. Build the type/family/configuration map.

4. Inventory existing UNECE and other evidence.

5. Perform the evidence gap analysis.

6. Build the sample, test and COP plan.

7. Define the dossier/certification workflow and responsibility matrix.

8. Establish the pre-shipment/readiness gate and maintain change control through launch.

Basis

LEGAL REQUIREMENT: Applicable requirements must be identified from the product category, relevant QCVNs and Circulars 54/2024 and 55/2024 together with the amendments effective at the time of the project.

FACT: Different vehicles and components are subject to different QCVNs and test/type definitions; UNECE evidence must be mapped and must not be presumed automatically accepted.

Expert analysis

EXPERT INTERPRETATION: The roadmap should manage dependencies: configuration freeze → evidence readiness → sample availability → testing → dossier → external review. The critical path may change as gaps are identified.
