No. An E-mark indicates that a product is associated with an approval under a specific UN Regulation, but it does not mean that the product is automatically accepted under every regulatory procedure in Vietnam. Before relying on it, the actual product, type/family, applicable series of amendments, approval mark, test report, approval communication/certificate, applicable QCVN and Vietnam procedural route must be matched.

The practical issue

International manufacturers may see an E-mark on a component and assume that technical certification is already complete. The mark is only one link in the evidence chain. A different type, series of amendments, production site, technical characteristic or approval scope can make an otherwise genuine approval package unsuitable for the Vietnam-bound product.

LEGAL REQUIREMENT

Vietnam QCVNs and implementation circulars establish the technical requirements, dossier requirements and procedures applicable to each product. The reviewed sources do not establish a general rule that every E-mark is automatically sufficient for Vietnam certification.

Relevant UNECE instruments may include the 1958 Agreement and, depending on the product, UN Regulations R30/R54/R75, R43, R46, R124, R149 and others.

Relevant Vietnam procedures include Circular 54/2024/TT-BGTVT, Circular 55/2024/TT-BGTVT, Circular 45/2026/TT-BXD and other amendments in force.
